
Bart Baldwin
Bart Baldwin is the Founder & CEO of Baldwin Consulting. Bart has three decades of experience in legislative and executive branch government relations and lobbying as well as executive level management in the health care and human services sectors. Bart's background has positioned him to navigate strategically within Kentucky's diverse political landscape to achieve meaningful regulatory and statutory advancement in critical sectors, including child welfare, healthcare, and nonprofit operation. He's dedicated to providing comprehensive client services ranging from grassroots advocacy support to influential direct lobbying.
Prior to founding Baldwin Consulting, Bart lobbied with the Bird Consulting Group; served as the President of the Children’s Alliance, representing child welfare agencies in Kentucky; and led as National Director of Regional Public Policy for the Washington D.C. based Child Welfare League of America. Before launching his government affairs career, Bart was a Licensed Nursing Home Administrator in Kentucky for both for-profit and nonprofit national corporations and worked for the Kentucky Association of Health Care Facilities, a trade association for the long-term care industry. Bart graduated from the University of Kentucky with a degree in HealthCare Management.

Mandy Marler
Mandy Marler is a Principal with Baldwin Consulting. Prior to joining Baldwin, Mandy served as Chief Policy Officer for Metro United Way in Louisville where she led efforts to connect programming outcomes with scaled policy impact at local, state, and federal levels. In her eight years at Metro United Way, Mandy successfully advocated for policies and investments increasing access to child care, including local zoning reforms, new state-level affordability programs, and investments of more than $30 million of local and state government appropriations. Previously, Mandy worked in communications for Jefferson County Public Schools and in print journalism covering education and local government.

Sarah Kidder
Sarah Kidder is Executive Director, Kentucky Alliance of Boys & Girls Clubs. She brings more than a decade of experience in public policy across state lines. Prior to joining BBC in October of 2017, she spent six years working at the Legislative Research Commission in the Health & Welfare & Family Services Committee as a Legislative Committee Analyst where she focused on mental health, substance use, and disability policy.
Previously she held a policy fellowship at the University of Texas at Austin’s Hogg Foundation for Mental Health providing the Texas Legislature with research, expertise, and advocacy on behavioral health issues. She also worked for a Texas State Representative on health and human services policy.
Sarah graduated from Millsaps College with degrees in sociology, anthropology, and psychology and holds a Master’s degree in social work and social welfare policy from the University of Texas at Austin. She works remotely from Austin, Texas where she lives with her husband, Barry, son, Wilkes and daughter, Edie.
